    A note about the profession...

                            from the International Institute of Municipal Clerks

     Along with the position of Tax Collector, clerk is among the oldest positions in local government. The profession can be traced to pre-Biblical times. Before writing was widespread, the memory of the local clerk or “remembrancer” served as the public record.

     In ancient Greece, city secretaries read official documents publicly and helped keep order. In eight century France, the “mayor of the palace” performed clerical duties including record keeping, document publishing and tax and fee collection for the king.

     The title “clerk” developed from the Latin clericus during the Middle Ages, when writing and scholarship were limited to the clergy.

     The office of city clerk is traced to 1272 when the remembrancer was called upon to remind the councilors what had transpired at their previous meetings.  The mayor of Nottingham in 1354 appointed a “Toun Clarke,” a paid position.

     When colonists came to America they set up local governments modeled after those to which they’d been accustomed. The office of clerk was one of the first established as the settlers were aware of the importance of keeping accurate records of agreements, regulations, taxations and expenditures.

     Municipal clerks have over the years become the hub of government, a direct link between the community and government.
